Identify and implement five code reduction opportunities

Identify top 5 opportunities to massively reduce the amount of code (lines of code) in any part of the repo: - Similar functionality that can be unified and reused - Code that has been valuable but no more - A front end component or a group of them duplicate another component/page functionality. Use the most modern and nice looking - etc. Now implement them :)

Five code cuts merged-lane queued as PR #7808: the drained sync identity DB lane retired (api, terraform, tests), AuditPage onto TabbedPanels with one latch Set, RoutingScoreboard onto FactsGrid/DetailField, one ticket DM builder; net -116 lines. Quick gate, changed-area suites and visual check green; review lanes' findings applied. Tree is at its clone floor: two public API routes and the older-jaahd compat field deferred to owner calls (census refused).
