Fix red develop 9bb1946cd033

The merge lane found `develop` red at `9bb1946cd033ef55f36cc8893e11b3aea6cfce6f` on its own: no queued PR merges until it is fixed. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

PR #7805 queued in the merge lane: fixes the flaky support-reader 16-thread race. The other 9 failures were already fixed on develop (jaahd parsers: Task 12951; guard leak: 7ecbf4d74e), checked locally. Quick gate passed; full gate is the lane's. Memory: proposed 1 gotcha (mem-35896).
