Fix red develop d52906d0b9b0

The merge lane found `develop` red at `d52906d0b9b0e12ec5465d3f5e69b483aa526d63` on its own: no queued PR merges until it is fixed. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

PR #7790 queued: fixed the deterministic connect_filled test; hardened the fan-out count (min of 3) and the audit-capture wait (30s) against load flakes. The billing failure was an xdist worker crash and passes alone. Quick gate green. Memory: none applied.
