Consolidate and clean documentation with central routing

Use context architecture skill to scrub all old documentation, including instructions, specs, trackers, ADRs - delete everything superseeded and stale, remove references to historical decisions, delete duplicates, single home everything and make sure all documentation is accessible from CLAUDE.md router in a few steps

Outcome

Audited docs: already single-homed, no stale specs/trackers/ADRs, all reachable ≤3 hops. Fixed one gap (Figma doc routed from CLAUDE.md). Quick gate green; PR #7787 queued to merge lane. Memory: none applied.
