Fix async database pool timeout issues

Fix thi: OK — Control plane: the async DB pool timed out a checkout in each of the last 3 minutes — identity reads and async routes are failing with a 500/503…

Outcome

The page was the new async alarm's creation notice (0 timeouts in 24h). The relay now drops INSUFFICIENT_DATA→OK and shows a real OK as RESOLVED. Fixed the async idle-ping TypeError that recycled the pool (folds in 12842). Pool sizing left to C8 (12744). PR #7778 merged; Jaah Deploy green.
