Add Reply button to comment feature

Outcome

Added ↩ Reply on colleagues' comments: prepends @Author to the composer and focuses it (picker stays shut, draft kept). Quick gate + changed-area vitest green; visual check desktop/448px good; PR #7771 queued to merge lane. Memory: used mem-25288.
