Configure GitHub Actions role redirect and environment

Redirect this role <https://us-east-1.console.aws.amazon.com/iam/home?region=us-east-1#/roles/details/jaah-apps-github-actions-deploy?section=trust_relationships> to this repo: <https://github.com/yumapos/Yuma-Boss> and add environment variables to the repo to make CI work

Outcome

Apps CI role now trusts yumapos/Yuma-Boss: Terraform changed and the targeted apply is live; AWS_ROLE_ARN variable set on the repo. dev Environment branch rule skipped (needs admin, operator said skip). Quick gate green, PR #7737 queued.
