Identify and implement top 5 code reduction

Identify top 5 opportunities to massively reduce the amount of code (lines of code) in any part of the repo: - Similar functionality that can be unified and reused - Code that has been valuable but no more - A front end component or a group of them duplicate another component/page functionality. Use the most modern and nice looking - etc. Now implement them :)

Five code-volume cuts, PR #7735 queued to the merge lane (+96/−187, 18 files): ISO-timestamp parsing single-homed on clock.parse_utc (10 api modules); EntityStamps type in web types; Workflow/Persona pages on DetailPage; StatusAside wrapper gone; dead imports dropped. Quick gate, 674 api + 206 web tests, both review lanes green. Visual check done on the live stack at 1280/448px: pages render cleanly. Assumed "massively" means the most the tree still allows after eight prior reduction passes; larger repeats (fleet_session census sites, Terraform ingress, deploy-workflow steps, node_bus constants, legacy webhook auths) are deliberate or human-gated and named as deferred follow-ups in the report.
