Fix red develop 446bdd74ca06

The merge lane found `develop` red at `446bdd74ca0677dfb92159ebb68405f1c6915441` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_task_outcomes.py::test_an_analysis_row_inherits_its_epic_build_result` - `tests/test_task_outcomes.py::test_links_move_and_restore_a_survived_row` - `api-unit-dc-test` The whole gate log: artifact `14302` on lane task 12639. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: the outcome-ledger test clock was pinned to 2026-11-01 and fell behind wall-clock merged_at; it now starts at now(). test_task_outcomes 42/42 pass, quick gate green; PR #7731 queued to the merge lane. Memory: none applied.
