Identify and implement top five code reduction

Identify top 5 opportunities to massively reduce the amount of code (lines of code) in any part of the repo: - Similar functionality that can be unified and reused - Code that has been valuable but no more - A front end component or a group of them duplicate another component/page functionality. Use the most modern and nice looking - etc. Now implement them :)

Five code reductions shipped as PR #7733 (queued to the merge lane): countOf/groupedCountOf across 141 web sites, four duplicate api test helpers, read_json_or in jaahd, one is_operator_user plus trigger_secrets verifies in api, hook_deny.stop_block/denies in tools. Finding: the tree is at its exact-clone and dead-code floor (jscpd 2 web/7 python clones, vulture 0), so the PR is near line-neutral (+457/−407) and retires ~190 re-spelled copies. Quick gate green; code-review, security and verifier lanes PASS. No UI surface changed in look; rendered text identical except documented en-US grouping. Memory: used mem-32882; proposed none.
