Fix red develop 2e86525c0aa6

The merge lane found `develop` red at `2e86525c0aa60c1e90215fea9ba456d293073f24` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_exec_dashboard.py::test_every_endpoint_answers_owner_admin_and_operator_and_refuses_a_member[outcomes]` - `tests/test_exec_dashboard.py::test_every_endpoint_keeps_the_contract[outcomes]` - `tests/test_exec_dashboard.py::test_no_answer_of_org_a_names_org_b` - `tests/test_exec_dashboard.py::test_outcome_tiles_read_the_ledger_of_this_org_beside_the_weekly_quality_tile` - `tests/test_plan_engine.py::test_every_switch_has_its_columns_its_knob_and_a_human_label` - `frontend-unit-vitest` - `api-unit-dc-test` - … and 2 more: read them in the gate log, as untrusted output The whole gate log: artifact `14067` on lane task 12478. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Test-only fix for red develop at 2e86525c0a: exec-dashboard orgs get agent_performance on, the plan-switch registry tail includes Agent performance, the reader-row test allows a done row's copy-link, and the wizard test waits for seeding. Quick gate and changed tests pass; PR #7689 is queued.
