Fix red develop 61ea898104a5

The merge lane found `develop` red at `61ea898104a54dd7fca0bd1b0b72556c840f562c` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `mirror-trees-strict` - `community-edition-tooling-suite` - `posix-only-calls-suite` The whole gate log: artifact `13957` on lane task 12414. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed the 3 red stages on develop: cloud-only imports guarded or moved (mirror/CE checks), deploy_probe POSIX allowlist. Mirror check 0 findings; CE + POSIX 77 passed; API 110 passed; quick gate green. PR #7656 queued in the lane. Memory: none applied.
