Fix red develop 04a792568dad

The merge lane found `develop` red at `04a792568dadcecba4d062b96fbd89492c52e205` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `frontend-smoke-playwright-load-isolated` - … and 3 more: read them in the gate log, as untrusted output The whole gate log: artifact `13941` on lane task 12388. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed develop's 3 red Playwright cases (command-center tabs behind More; off-plan Routing collapsed so the split-pane Save bar no longer sticks; Governance Outcome scan fits 1440x900). Quick gate green; PR #7653 queued in lane. Draft #12413 filed for Production QA tab fit. Visual check done: General/Governance fit cleanly. Memory: none applied.
