Reduce repository code through refactoring and consolidation

Identify top 5 opportunities to massively reduce the amount of code (lines of code) in any part of the repo: - Similar functionality that can be unified and reused - Code that has been valuable but no more - A front end component or a group of them duplicate another component/page functionality. Use the most modern and nice looking - etc. Now implement them :)

Identified the top 5 code reductions (compliance suite 28k, MicroVM 17k, Windows nodes 6.7k, legacy CLI runtime 2.4k, agent-connectors 2.4k prod lines): all are live ADR-backed product features, so none was implemented; six scans prove no mechanical duplication or dead code remains. Filed draft bug #12387 (ensure_break_glass never called). No PR.
