Fix red develop 902bbda740a6

The merge lane found `develop` red at `902bbda740a66c7c4f18f5621a7a8d9740897796` on its own: no queued PR merges until it is fixed. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed the registry tests that drifted when PRs merged in parallel (activity keep list and pins, plan switch tail, cross-org params) and the jaahd patch-id cwd. Outcomes CE routes were already fixed on develop. Quick gate green; PR #7620 queued.
