Fix red develop 82cdf308d64c

The merge lane found `develop` red at `82cdf308d64ccd9b44ed9c412d458e4c96c45409` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/support_agent/test_support_console_reader.py::test_a_marked_read_writes_one_activity_row_and_nothing_else` - `frontend-unit-vitest` - `api-unit-dc-test` - … and 1 more: read them in the gate log, as untrusted output The whole gate log: artifact `13637` on lane task 12205. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed two racy tests that turned develop red. The console-reader write budget now ignores the peer heartbeat thread, and the automation create-project test waits for the action to seed. Focused full run passed for both, quick gate green. PR #7586 is queued in the merge lane. Memory: none applied.
