Update Artifact skill: outside links/urls should open in another tab
Outcome
The report-design skill now says external links open in a new tab (target="_blank" rel="noopener noreferrer"). Changed the skill text only, as the operator chose; the console viewer's sandbox still blocks popups. Quick gate passed; PR #7581 is queued in the merge lane. Memory: none applied.
