Fix red develop ae2d477bdf70

The merge lane found `develop` red at `ae2d477bdf70e69f09a0d7d1ef5a7de47f895b94` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `frontend-smoke-playwright-load-isolated` - … and 1 more: read them in the gate log, as untrusted output The whole gate log: artifact `13512` on lane task 12104. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Develop red at ae2d477 (app-shell scroll sweep: /audit loading-state never cleared) is already fixed on develop by Task 12096 / PR #7558. The spec passes at fd43ab0c17 and fails again with the fix reverted. No PR. Memory: none applied.
