Fix red develop b022a8c4585b

The merge lane found `develop` red at `b022a8c4585b74b8f1a0c623933bfa0943269976` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_cron_retention.py::test_the_private_dbos_module_is_imported_at_exactly_one_site` - `api-unit-dc-test` The whole gate log: artifact `13468` on lane task 12081. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: DBOS single-import-site test now matches `\b_workflow_commands\b`, so the mounted repo's `..._issue_workflow_commands` test name no longer trips it. Focused full gate + quick green; PR #7553 queued to the lane. Memory: none applied.
