Fix red develop 37762bb5e11b

The merge lane found `develop` red at `37762bb5e11b26115a0cd9a95888a725e77b5443` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `mirror-trees-strict` - `community-edition-tooling-suite` The whole gate log: artifact `13457` on lane task 12076. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Guarded cloud-only imports (node_orders, hosted_machines, vnodes) in hosts.py and routes/nodes/delete.py so the jaah-ce tree is clean: mirror trees 0 findings, CE tooling suite 72/72, quick gate green. PR #7550 queued to the merge lane. Memory: none applied.
