Fix red develop 736e28841deb

The merge lane found `develop` red at `736e28841debe458a0565d947685ed237443d533` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_budgets.py::test_a_project_at_its_budget_holds_its_new_tasks_naming_the_budget_and_what_to_do` - `api-unit-dc-test` The whole gate log: artifact `13446` on lane task 12065. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: budget hold test pinned spend to Oct 15 while wait_reasons reads the wall clock (now Nov 1 UTC). Test now spends/evaluates at real now; test_budgets.py 37 passed, quick gate green; PR #7548 queued. No UI surface affected. Memory: none applied.
