Identify top 5 opportunities to massively reduce the amount of code (lines of code) in any part of the repo: - Similar functionality that can be unified and reused - Code that has been valuable but no more - A front end component or a group of them duplicate another component/page functionality. Use the most modern and nice looking - etc. Now implement them :)

No massive code reduction exists: clone, dead-code and AST censuses over 1.65M lines on develop found 0 literal clones and 0 dead lines; the five best candidates total under 100 lines and each unpicks a documented design. Settled no_pr; three policy-level levers named as deferred follow-ups in the report.
