Reduce repository code by implementing top 5

Identify top 5 opportunities to massively reduce the amount of code (lines of code) in any part of the repo: - Similar functionality that can be unified and reused - Code that has been valuable but no more - A front end component or a group of them duplicate another component/page functionality. Use the most modern and nice looking - etc. Now implement them :)

Implemented the 5 largest safe code folds (api test seed wrappers, dashboard filter strip on the shared kit + LinkStatus, web test fixtures, tools run_git; forge seam built then reverted at +46). Net -182 lines, 33 files. PR #7523 queued to the merge lane; quick gate, 1,189 changed-area tests, review/security/verifier lanes green; dashboard visual check done at 1440/1024/390. Larger levers (direct console, legacy host path, Codex terminal runtime, legacy NodeLink alias, generated types.ts) deferred to an ADR decision, listed in the report.
