Command Center refresh speed optimization

Optimize speed of the Command Center. It takes several seconds to refresh for larger periods ![image.png](attachment:img-a7upbSYzNr.png)

Outcome

Command Center cold load is about 50% faster: 1y projects tab 4.2s→2.1s, all sections 9.9s→3.8s. Each window's inputs are now read once and shared, with single-flight caching. Quick gate and changed-area tests green; review HIGH finding fixed. PR #7513 queued to the merge lane. No UI surface changed.
