Fix red develop 95f0423c7d52

The merge lane found `develop` red at `95f0423c7d52e3ee3362cc2529e143c56af5ad15` on its own: no queued PR merges until it is fixed. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: the shared epic-summary rule said "PR link", which folder prompts forbid. It now says "delivery link", and the 4 Finish golden hashes are re-baselined. 355 affected tests pass and the quick gate is green. PR #7503 is queued to the merge lane. Memory: none applied.
