Jarvis brief formatting and command center overlap

Seen while testing Task 11760 (Jarvis company overview, local stack + live eval tier): 1. The live Jarvis model (Haiku 4.5 default) wrote `**Moved:**`-style bold in a company brief despite the prompt's plain-text rule; the Help panel renders no markdown, so the asterisks show literally. Strip `**`/`__` emphasis from stored replies (links.sanitize pass) or state "no asterisks" in the prompt's plain-text line. 2. At 1280px the onboarding "Set up your company" card (top-right) covers the command center header's right side, where Ask Jarvis and the Jarvis view's "Command center" button sit; it should not overlap page header actions (dock it below the header or shrink the main column). 3. The overview strip's Spend tile shows a bare "—" with no reason visible until hover; show the missing-value reason caption under it, as the Worst health tile does. Out of scope: the Jarvis tools themselves, the exec API figures. Done means: a stored Jarvis reply never contains literal `**`; the onboarding card does not overlap the command center header at 1280px (screenshot); the Spend tile shows its reason caption when missing (vitest).

Duplicate of Task 11805 (cd81b8b90 on develop), which already ships all 3 items. Re-verified: pytest 34 pass, vitest 19 pass, the 1280px e2e passes, and the screenshot shows no overlap and the Spend reason caption. Memory: none applied.
