Clean and centralize stale documentation

Use context architecture skill to scrub all old documentation, including instructions, specs, trackers, ADRs - delete everything superseeded and stale, remove references to historical decisions, delete duplicates, single home everything and make sure all documentation is accessible from CLAUDE.md router in a few steps

Outcome

No change needed: docs already meet the standard (earlier scrubs Tasks 11316/11300). check_context passes; no dangling ADR cites, no stale trackers/specs, no history narration; all docs reachable from CLAUDE.md. No PR opened.
