Fix red develop a743663845ed

The merge lane found `develop` red at `a743663845edbb40d7b048a4bf4e3d032ca7004d` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `mirror-trees-strict` - `community-edition-tooling-suite` - `mirror-sensitive-content-suite` The whole gate log: artifact `12622` on lane task 11553. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Develop already fixed by PR #7423 (095fb86d9), the same launch_memory docstring fix; the three red stages pass there. Closed my conflicting PR #7424 as superseded.
