Fix red develop 4c95535b230f

The merge lane found `develop` red at `4c95535b230ff89da7918e26cf4bd58b23721cdb` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `frontend-unit-vitest` - … and 1 more: read them in the gate log, as untrusted output The whole gate log: artifact `12576` on lane task 11523. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: useBaselineDirty set its baseline in an effect, so an edit landing first was taken as the baseline (TemplateEditPage flake). It now sets it in render. Stress test: 3/12 failed before, 16/16 pass after. Quick gate green. PR #7415 queued.
