Clean up and consolidate documentation structure

Use context architecture skill to scrub all old documentation, including instructions, specs, trackers, ADRs - delete everything superseeded and stale, remove references to historical decisions, delete duplicates, single home everything and make sure all documentation is accessible from CLAUDE.md router in a few steps

Outcome

Docs audit: context checker green, no dangling ADR cites, all docs reachable from CLAUDE.md router, no stale trackers/specs/archives. Only stale narration (headscale README) rewritten. Quick gate pass; PR #7411 queued. No UI affected. Memory: none applied.
