Fix red develop 94ef394e2470

The merge lane found `develop` red at `94ef394e24708701e560b274394392973dfa0116` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_agent_vocabulary_tools.py::test_every_tool_argument_names_a_field_the_route_model_declares` - `tests/test_agent_vocabulary_tools.py::test_every_nested_tool_argument_names_a_field_the_nested_model_declares` - `jaahd-unit-pytest` The whole gate log: artifact `12526` on lane task 11490. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: jaahd drift guard now reads ProjectSettingsFieldsIn/Out from routes/projects.py as shared bases (test-only). Both vocab-tool tests pass, quick gate green; PR #7407 queued to merge lane. Memory: none applied.
