Clean up and consolidate stale documentation

Use context architecture skill to scrub all old documentation, including instructions, specs, trackers, ADRs - delete everything superseeded and stale, remove references to historical decisions, delete duplicates, single home everything and make sure all documentation is accessible from CLAUDE.md router in a few steps

Scrubbed history narration from ADR-0166/0129, fleet.env, jaah card, uninstall unit; registry otherwise current (no stale mechanisms). Quick gate green, PR #7403 queued. Deferred: ADR merges (0100, 0051/0152, 0086) due to citation rewrites. Memory: none applied.
