Fix red develop d0c72be900ef

The merge lane found `develop` red at `d0c72be900efaf7d233f62dd85e4a3c4d381c9e0` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_slot_two_writers.py::test_every_occupancy_statement_stays_inside_its_family` - `tests/test_slot_two_writers.py::test_the_occupancy_family_has_no_member_nothing_writes` - `api-unit-dc-test` The whole gate log: artifact `12348` on lane task 11386. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Restored literal values() keywords in slot_state.py, undoing #7382's **_NO_LAUNCH, which the two-writers census rejects. test_slot_two_writers 23/23 and quick gate green; PR #7384 is queued in the merge lane. Memory: none applied.
