Fix multi-page dialog navigation and layout

Fix the UI - It should allow going back - Back and Next must be at the bottom with other buttons - Show radio buttons as in the sketch B - It should move through pages, not reduce the number of pages - Incorporate the label \[button\] somewhere. It should not occupy the row - Make everything compact - Do not make the new wording be longer than the orignal from the runner. No repetitions between title and the text. The runner's wording can be on hover - Remove Ignore. I user clicks next, that is ignore - Compact everything   Show several options in artifacts

Built layout B: questions page through with radio picks, Back/Next at the bottom, and one Send; Ignore and Comment only removed; header shown as a chip; reworded text no longer than the runner's question. Visual check done at 1280 and 448. PR #7373 merged (de4a865); dev deploy green. Memory: none applied.
