Fix red develop 5bdca2892a5e

The merge lane found `develop` red at `5bdca2892a5e9d3fd050e76849cfc6e8658199e5` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_agent_bootstrap.py::test_a_re_enrolled_mac_is_minted_one_key_rendered_as_a_forced_re_join` - `tests/test_git_connections.py::test_the_task_git_token_wire_for_a_bitbucket_project` - `tests/test_doctrine_bundle.py::test_cloud_prompts_are_byte_identical_to_the_pre_seam_golden` - `tests/test_persona_registry.py::test_only_onboard_holds_a_project_settings_licence_and_it_covers_the_writable_set` - `api-unit-dc-test` The whole gate log: artifact `12151` on lane task 11277. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed the 4 red API tests on develop. They had fallen behind intended changes from Tasks 11248 and 11245 (join timeout, write_problem field, onboard without branch_prefix, golden re-pin). Focused run: 32 passed; quick gate green. PR #7347 is queued to the merge lane. Memory: none applied.
