Publish amazon-efs-utils for Ubuntu 22.04

Task 11244 · Done · Coder · created · updated

Found by the matrix sweep (Task 11113) on real dev EC2. On Ubuntu 22.04 (x64 and arm64), a Jaah node reports `shared_accounts` and NodeLink as unavailable: "NodeLink needs the EFS mount helper, which this node doesn't have yet." The installed `amazon-efs-utils 3.3.1-1` is the 2026-10-10 build, made on 26.04. Its `/usr/bin/efs-proxy` exits with `version GLIBC_2.38' not found` (and 2.39). Task 11111 (#7309) switched `tools/build_efs_utils_deb.sh` to build on ubuntu:22.04, but nothing has published that build: - `efs-utils-build.yml` (workflow_dispatch only) last ran 2026-10-10. - Upstream fixes the version at `3.3.1-1`, so a rebuild under the same version would be skipped by the index and never offered to a node by apt. Ask: - Give the 22.04-built deb a revision above `3.3.1-1`, for example a Jaah suffix the publish step adds. Keep the pin check working. - Have the operator dispatch `efs-utils-build.yml` on develop, then on master. - Confirm a 22.04 node upgrades and its `efs-proxy --help` runs. Out of scope: the efs-utils pin itself (v3.3.1), and the rpm side (Amazon Linux uses AWS's own package). Done means: - `apt-cache policy amazon-efs-utils` on a dev 22.04 node shows the new revision installed. - `/usr/bin/efs-proxy --help` exits 0 there. - The node's `unsupported` no longer lists `shared_accounts`, and an Accounts NodeLink attach succeeds.

Outcome

Merged #7332: efs-utils builds now carry +jaahN, and nodes upgrade a helper that does not run. Dispatched on develop, and 3.3.1-1+jaah1 is in the dev apt repo for amd64 and arm64. Not done: check on a dev 22.04 node (none reachable) and master dispatch (waits on the human-gated promotion).
