Fix red develop 172a77a9191b

The merge lane found `develop` red at `172a77a9191bedbd87f41abff7b979522655845a` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `mirror-trees-strict` - `community-edition-tooling-suite` - `mirror-sensitive-content-suite` The whole gate log: artifact `12013` on lane task 11197. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: the CE README line from the docs scrub named two paths the jaah-ce tree excludes. Rewrote it; the mirror tree check and both mirror suites pass locally, and the quick gate is green. PR #7315 is queued in the merge lane.
