Land develop on dev and verify the template UI

All six template PRs are merged into develop: #7262, #7266, #7268, #7293, #7295 and #7306. Dev only serves the API half. The last green Jaah Deploy (dev) was 9d774668f9 at 2026-10-29 00:08Z. That deploy includes the API, the assets and the 20 starters. It does not include the manage UI (c215a6a), the gallery and Start flow (b065205685) or the automation action (71435b0e1f). Reproduction (2026-10-29 02:30Z): - Logged in to app.dev.jaah.ai as credential org/console/dev-tpl-member-login. `GET /api/templates` returned 200 with 20 starters. - Every deploy since then failed or was cancelled. Run 40805230715 (71435b0e1f) failed at `apply (dev)` → "Wait for the control-plane rollout to actually land". New CP tasks failed ELB health checks with 502 on jaah-dev-cp:3050 and jaah-dev-cp-public:3051, and ECS rolled back to jaah-dev-cp:1406. Log: `jaah-forge ci log 123224010048`. Cause: not confirmed. Two draft diagnoses exist; read both first. - Task 11175: migration `apps/api/migrations/versions/202610290030_project_credential_same_org_keys.py` (bf057983f) adds 26 FKs. The api log ends at that upgrade and the api never listens on :8000. - Task 11176: CE cuts, e.g. 34c911dc3 "the community edition's api answers only its own machine". Confirm from the /ecs/jaah-dev-cp log group which one holds. If the migration is the cause, make it finish within the rollout window: `ADD CONSTRAINT … NOT VALID` then `VALIDATE CONSTRAINT`, or a lock_timeout with retry. Fix only the real cause. Fix: the smallest change that lets the dev CP task pass ELB health checks. Then confirm the templates epic's surfaces on dev. Acceptance: 1. A Jaah Deploy (dev, apply) run on develop concludes `success`. Oracle: the run's conclusion via `jaah-forge api get repos/jaah-ai/jaah/actions/runs/<id>`. 2. `https://app.dev.jaah.ai/templates` renders the gallery for a tenant member (org/console/dev-tpl-member-login): cards with images, the Most popular and Favorites sections, purpose groups, and search. Favoriting a card and Start → Customize opens a prefilled task. An automation's Task action can pick a template. Oracle: screenshot of the automation editor on dev. Out of scope: any change to the templates feature itself; which references get same-org keys (Task 11131's design); the deploy workflow's health-check timings. If 11175 or 11176 lands first, do only the dev verification (items 2–4) and report the deploy run that landed. Done means: - Item 1's run id with conclusion success. - Screenshots for items 2–4 attached to the report; any UI defect seen is filed as its own task.
