Fix red develop 71435b0e1f4c

The merge lane found `develop` red at `71435b0e1f4cae5ebae6827951a268315217d1b5` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `frontend-smoke-playwright-load-isolated` - … and 1 more: read them in the gate log, as untrusted output The whole gate log: artifact `11983` on lane task 11180. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: permissions-nav smoke now expects the Templates row (added for every member in Task 11074). Spec 2/2 and quick gate green; PR #7310 queued in merge lane. Memory: none applied.
