Fix red develop 5d90fc3cc95f

The merge lane found `develop` red at `5d90fc3cc95fcfbe520130e4b80fa25e1e82c098` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `mirror-trees-strict` - `community-edition-tooling-suite` - `mirror-sensitive-content-suite` The whole gate log: artifact `11954` on lane task 11167. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: the CE manifest now ships infra/jaah/pkgmgr.py (it was dropped by an exclude glob) via toolchain/, and the node bundle stages it back. Private-path comments removed. All 3 failing stages pass locally, quick gate green; PR #7302 queued in the merge lane. Memory: none applied.
