Fix red develop 54b42b773214

The merge lane found `develop` red at `54b42b7732145fea3d5673180ac59b2dd33421f6` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `mirror-trees-strict` - `community-edition-tooling-suite` - `mirror-sensitive-content-suite` The whole gate log: artifact `11875` on lane task 11121. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: the node_platform.py:175 log message named infra/local/Dockerfile.api, a path the CE mirror lacks, which failed all 3 stages. I dropped the path. check_trees shows 0 findings, 92 tests pass, quick gate green. PR #7277 is queued in the merge lane. Memory: none applied.
