Fix red develop 3f7241bff0b2

The merge lane found `develop` red at `3f7241bff0b2823f847dd272eac7881db28ca08f` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `mirror-trees-strict` - `community-edition-tooling-suite` - `mirror-sensitive-content-suite` The whole gate log: artifact `11675` on lane task 10997. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: lifecycle.py:96 cited docs/policies/repo-access-levels.md, absent from the CE mirror tree; now cited by bare name. All 3 failing stages green locally. PR #7236 queued in merge lane. Memory: none applied.
