Fix red develop 54889c6dd55c

The merge lane found `develop` red at `54889c6dd55c7177175ef3548a41d436a589b1e9` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `mirror-trees-strict` - `community-edition-tooling-suite` - `mirror-sensitive-content-suite` The whole gate log: artifact `11577` on lane task 10948. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: removed 2 internal 'Task 10933' refs in apps/api/app/routes/orgs.py that the jaah-ce mirror tracking check refused (all 3 failing stages). check_trees 0 findings, 89 tests pass. PR #7218 queued in the lane. Memory: none applied.
