Fix red develop 0de87a2ccbd4

The merge lane found `develop` red at `0de87a2ccbd4b22b941883b02f244a0ef897f115` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `mirror-trees-strict` - `community-edition-tooling-suite` - `mirror-sensitive-content-suite` The whole gate log: artifact `11546` on lane task 10936. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Removed the internal 'Task 10932' reference from mirrored apps/api/app/org_plans.py:53, which failed all 3 mirror/CE stages. All 3 pass locally and quick gate is green. PR #7214 is queued in the merge lane. Memory: none applied.
