Fix red develop e391369849e7

The merge lane found `develop` red at `e391369849e7f1a157a227db8a66488eb6f05619` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `start-the-compose-stack` The whole gate log: artifact `11343` on lane task 10812. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

No code defect: develop e391369849 went red on `Start the compose stack` because of a DNS timeout resolving cgr.dev on the lane host. `./dc up` at the same sha passes here (rc=0). No PR needed.
