Fix red develop d274103329f4

The merge lane found `develop` red at `d274103329f43b8cf411ebaa36811a146a71ffc7` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_activity_kinds.py::test_the_surviving_sites_are_exactly_the_audited_keep_list` - `api-unit-dc-test` The whole gate log: artifact `11334` on lane task 10806. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: delete_own_org's refused-2FA record_write (Task 10797) added to KEPT_RECORD_WRITE_SITES, count 155→156. test_activity_kinds + org self-delete tests 51 passed, quick gate green. PR #7190 queued to the merge lane. Memory: none applied.
