Fix red develop 4bcc928ba281

The merge lane found `develop` red at `4bcc928ba281f62b6850377e26d69f26393bda80` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_tenant_gmail.py::test_no_dispatch_or_runner_path_can_read_a_tenant_gmail_secret` - `api-unit-dc-test` The whole gate log: artifact `11295` on lane task 10784. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Already fixed: PR #7183 (c28916ac5) added ses_inbound.py to the tenant-Gmail reader allowlist. On develop 650ffcf2d, tests/test_tenant_gmail.py passes (40/40). No PR needed. Memory: none applied.
