Outcome

Added Delete to the rail feature menu and the Feature Edit page. One shared confirm (useDeleteFeature) also backs the header "…" menu. Quick gate and 71 tests pass; visual check done at desktop and 448px. PR #7181 queued to the merge lane. Memory: none applied.
