Remove confusing tailscale setup instruction

Remove this second confusing statement. All tailscale should happen inside bootstrap that is available to public ![image.png](attachment:img-BE1_0FQk8G.png)

Outcome

Removed the second tailnet command. Every surface shows one command: the bare bootstrap line on a public console (the bootstrap joins Tailscale), a single join+fetch on dev via CONSOLE_PUBLIC from terraform. Quick gate green; PR #7163 merged; deploy succeeded. Visual check: one clean command. Memory: none applied.
