One edition map, packages/editions/features.toml, is rendered into enabled() guards for the api, jaahd and web. The CE build derives its exclusions from the map. 10 children: C1 is the seam; C2a/C2b strip enterprise modules and C3a–d sweep IS_CE (all after C1); C4 caps, C5 doctrine/subagent mirror selection; C6 verifies end to end.
